Municipal Contract Manager – Heavy Construction Focus
Schwing Bioset is seeking a highly organized and experienced Municipal Contract Manager to oversee the full lifecycle of contracts related to heavy construction projects within municipal environments. The ideal candidate will bring a strong background in municipal construction contracting, including risk assessment, compliance oversight, proposal development, and hands-on contract negotiation and administration—particularly within manufacturing or equipment supply settings.
We are looking for a strategic thinker with exceptional attention to detail, a collaborative mindset, and the ability to navigate complex municipal procurement processes. A paralegal background or legal training is highly desirable.
Key Responsibilities
- Review municipal RFPs, RFQs, and solicitations for risk identification and mitigation strategies.
- Lead or support contract negotiations, ensuring favorable and compliant terms.
- Draft, interpret, and manage various contract types, including public works construction agreements, service contracts, and equipment supply agreements.
- Administer multiple high-value, long-term contracts simultaneously, tracking key deliverables and milestones.
- Process contract modifications, amendments, and compliance documents in a timely and accurate manner.
- Maintain meticulous contract files and documentation in alignment with municipal and regulatory standards.
- Monitor project and vendor performance to ensure compliance with contractual obligations.
- Collaborate with internal departments including Project Management, Engineering, Finance, and Procurement to align contract execution with project goals.
- Provide guidance on contract risks and offer proactive solutions during the project lifecycle.
Qualifications
- 5+ years of experience in municipal or public sector construction contracting, preferably with a prime contractor or equipment manufacturer.
- Strong understanding of public procurement regulations, municipal codes, and construction contract law.
- Proficiency in Microsoft Office; experience with contract lifecycle management tools a plus.
- Demonstrated ability to work independently and manage competing priorities in a fast-paced environment.
- Strong writing, reading, and communication skills, with the ability to interpret complex contract language.
- Detail-oriented, analytical, and responsive under pressure.
- Collaborative team player with experience working across departments and functions.
Education
- Bachelor’s Degree in Business, Legal Studies, Construction Management, or related field.
- Paralegal certification or equivalent experience may substitute for degree requirements.
